MADISON– Ryan Witter, 36, of Manitowoc pleaded guilty and was sentenced on March 20 by U.S. District Judge William M. Conley to 10 1 1/2 years in federal prison for conspiring to distribute methamphetamine, almost all of which was distributed into the Red Cliff Reservation.
