The Ashland County Board on Tuesday instituted a freeze on hiring new employees and created a joint committee to approve and recommend uses for $3 million in federal dollars from the American Rescue Plan Act.

County Administrator Clark Schroeder started off by talking about lessons learned from April’s referendum, in which residents voted 1,831 to 1,195 in opposition to a property tax increase that would have raised about $1 million a year and cost an average homeowner $87 a year.
